This is a red, brown or green bond certificate from 1892, issued by the State of Louisiana. It was officially issued and later cancelled. Offered as a collectible. It bears the signature of Governor Murphy J. Foster, who served as the state's 31st governor from 1892 to 1900.
The certificate features bold red borders, an engraved vignette of the Old Louisiana State Capitol — the iconic Gothic Revival "castle on the river" in Baton Rouge designed by architect James H. Dakin — along with ornate guilloche patterns and official state seals. Visible perforation cancels and revenue markings confirm its redemption.
The bond financed state obligations during the Gilded Age, a transformative period in Louisiana history. Foster's administration navigated significant challenges including severe flooding in 1893, labor unrest in New Orleans, and the final expulsion of the controversial Louisiana Lottery Company from the state. He ended the corrupt convict lease system, supported railroad regulation to protect the state's agricultural interests, and oversaw the establishment of an industrial institute and college in Ruston. Foster also presided over the adoption of the Louisiana Constitution of 1898, which reshaped the state's political landscape for generations. After leaving office, Foster was elected to the U.S. Senate, where he served from 1901 to 1913.
