This is a beautiful large blue bond certificate from Societe D'Impression Lantz Feres, a French textile printing company from the Lantz brothers that specialized in printing/ dyeing fabrics. Likely from 1929 around Mulhouse, France (the largest city in Haut-Rhin.)
The term "Impression" in French refers to textile printing, which involves applying color and patterns to cloth. "Societe" is a french term for "company".
The bond certificate comes with coupons still attached. These represented interest payments that the bondholder could claim at specified intervals. Bondholders would physically cut off these coupons and present them to receive their interest payments.
