This a Netherlands Antilles debt certificate from 1959 paying 4.5% per year and signed by the administrative officials of the islands.
Netherlands Antilles, comprised of Curaçao, Bonaire, Aruba, St. Maarten, St. Eustatius, and Saba is an island chain in the southern Caribbean that was established as an autonomous country under the Kingdom of the Netherlands in 1954. This certificate was used to raise money for infrastructure like railroads, highways, and airports to make transportation around the islands easier.
These islands are unique in that unlike other nearby island colonies, they never achieved full independence- to this day, they are considered autonomous countries or "special municipalities" under control of the Netherlands.
